New internet ‘clickable crime maps’ will show families every incident in their neighbourhood

Maps will be released to the public showing how many violent attacks have taken place on every street, including how close they were to schools, pubs and cash points.

The maps, which will use Google-style images of actual streets and parks, will also detail the precise locations of a raft of other offences – such as car crime and yobbish behaviour.

The Home Office said the project would for the first time give residents a true picture of the state of their community.

But experts warned it could cause huge damage to neighbourhoods which are blighted by crime – knocking thousands from house prices overnight.

It could also lead to schools in high-crime areas struggling to attract children.

James Scott-Lee, of the Royal Institute of Charted Surveyors, said: ‘Whilst RICS fully supports efforts by the government to reduce instances of crime, publishing this information will no doubt have an effect on local house prices – not to dissimilar to school and hospital league tables.

‘In the current economic climate, publicising in a sensational manner high crime areas in such detail could literally wipe thousands of pounds off of house prices over night, further disadvantaging those who are already struggling to make ends meet.

The maps, which will be available nationwide by the end of the year, are intended to make local police more accountable.

Ministers also argue that, if residents become aware their area is plagued by crime, they can also do something to help, such as set up neighbourhood watch.

Initially, the maps will be available online and in leaflet form. They can be searched by postcode and are backed up by graphs showing crime trends, month-on-month comparisons, and information broken down into specific types of offence.

Cabinet Office papers reveal the final plan intends to go even further. It will use images from Google, which show aerial pictures of every street and park in the country.

The locations where crimes have taken place can then be detailed on the maps. The precise locations of schools, cash points and pubs will also be detailed.

It will allow residents to, in theory, spot areas where action is needed – or which should be avoided.

Home Secretary Jacqui Smith

Home Secretary Jacqui Smith said cutting crime was a ‘two-way street’ involving both the public and police

Home Secretary Jacqui Smith said: ‘The public are the best weapon in helping to fight crime and anti-social behaviour – and to do that people need to know what’s going on in their area.

Stressing that cutting crime was a ‘two-way street’ involving both the public and the police, Miss Smith added: ‘We need to make sure that people know what’s happening to crime in their neighbourhood, and how they can get involved and work with their neighbourhood police officers.’

Maps published in the West Midlands , which has been piloting the idea, also contain links to local contact details, allowing the public to access individual officers easily.

Inspector Anthony Tagg, who has worked on the crime map project in the West Midlands area, said: ‘It’s really important to enable our communities to understand what’s happening in their areas and to help them influence policing in their local communities.’

Mr Tagg described the force’s maps, which can ‘zoom’ down to the level of individual streets, as giving an overall flavour of what crime was like in a particular area.

He added: ‘It’s a system we are very proud of. It helps local communities deliver a policing approach that’s specific to them.’

Shadow Home Secretary, Dominic Grieve, said: ‘Yet again we see a Government that is out of ideas trying to steal Conservative policy.

‘Our proposals detailed in April will go much further by setting up quarterly beat meetings – along with directly elected commissioners – to restore real local accountability to policing.

‘Labour must realise that crime mapping is only part of the solution. Urgent action is also required to slash the red tape that is tying officers to their desks and keeping them off the streets, where the public want to see them.’

The Jill Dando Institute of Crime Science backs the plan, and is holding a conference on the benefits of crime mapping.

It said: ‘If we can understand more about why certain places act as popular locations where offenders offend, why certain areas breed more offenders than others, and why certain places or people are more vulnerable than others, then we can begin to more effectively get behind why crimes happen, become more intelligent in our policing, and design our operational policing, crime reduction and prevention responses to be more successful.’

Earlier this month, the Daily Mail revealed how internet giant Google plans to photograph millions of British homes and publish them online.

Google’s Street View website will allow anyone in the world to type in an a UK address or postcode and instantly see a 360 degree picture of the street – including close-ups of buildings, cars and people.

Critics say the site is a ‘burglar’s charter’ and makes it easy for criminals to case out potential victims. The pictures also show people leaving and entering hospitals, health clinics, adult shops and hotels.

Although their faces are deliberately blurred, many people could still be recognised by their clothing and hair colour.

The Home Office’s plans are based on Google Earth, which provides aerial views of streets and homes from above. Burglary is to be excluded from the list of offences on which details are given, to protect the ‘privacy’ of victims.

Tom Cruise has been named in a $250million lawsuit against the Church of Scientology

Tom Cruise has been named in a $250million lawsuit that is being brought against the Church of Scientology.

Former Scientologist Peter Letterese filed legal papers in Florida on July 15 alleging that members of the church harassed him after he left, reports the New York Daily News.

Letterese wants the church, which he calls a ‘crime syndicate’, broken up under America’s RICO (Racketeer Influenced and Corrupt Organization) law which has been used by federal authorities to tackle Mafia families.

He alleges Cruise, an open Scientologist, promotes the church using his celebrity.

The lawsuit says Scientology head David Miscavage is ‘aided and abetted by the actions of Tom Cruise, his right-hand man for foreign and domestic promotion, as well as for foreign and domestic lobbying.

‘He has assisted the syndicate in acquiring funds and (made) his own donations of money believed to be in the multiple tens of millions of dollars.’

Letterese, who has long been critical of the church, claims a Scientologist phoned his lawyer at home, and told his lawyer’s wife he was her husband’s homosexual lover.

However investigator Paul Barresi, who has worked for Cruise in the past and brought the legal papers to the attention of the New York Daily News, said: ‘Letterese is just using a celebrity name to get attention.’

Karin Pouw, a spokeswoman for the Church of Scientology, said: ‘This is a frivolous suit based on falsehoods.’

Elizabeth Taylor was put on a life support machine after suffering congestive heart failure, it was reported this evening.

The 76-year-old’s condition was said to have deteriorated after she was initially diagnosed with pneumonia last week.

Her children were at her bedside and doctors warned she might not survive, said the U.S. publication National Enquirer.

Health fears: Elizabeth Taylor was reported to be ‘still very sick’

But the following day she improved and the dual Oscar winner was breathing without medical help last night.

A source said: ‘The doctors thought they were going to lose her. She’s still very sick, but she’s past the crisis.’

The actress, a mother of three who adopted a fourth child with Richard Burton, was taken to hospital on July 15 when flu turned into pneumonia.

Miss Taylor, who has been married and divorced eight times and was made an honorary dame by the Queen in 2000, has been plagued by ill-health.

She suffers from diabetes and congestive heart failure – where the heart is too weak to pump blood around the body – has had both hips replaced and had a benign brain tumour removed in 1997.

She is confined to a wheelchair because of osteoporosis.

But she has fought hard to regain her health in recent years, with some observers even suggesting she has hopes of a film comeback.

In 2006 she went on the U.S. chat show Larry King Live to dismiss claims that she had Alzheimer’s and was close to death.

Last year she was photographed swimming with sharks off the coast of Hawaii.

The dismembered body of a 17-year-old British girl has been found in a suitcase in Brazil.

Police say Cara Marie Burke was murdered by an ex-boyfriend she had threatened to expose as a drug-dealer.

Her torso was found in a suitcase dumped on a riverbank on Monday but her head, arms and legs were missing after having been thrown into the water.

Mohamed D'Ali Carvalho dos Santos, confessed to murdering Brit Cara Marie Burke

Cara Burke arrived in Brazil three months ago on a tourist visa. Ex-boyfriend Mohammed Carvalho dos Santos is said to have confessed to her killing

It is believed the teenager was identified the following day when a friend living in London recognised two of Cara’s tattoos on gruesome images broadcast by a Brazilian television channel which is transmitted in the UK.

Brazilian police arrested her former boyfriend Mohammed Carvalho dos Santos, 20, on suspicion of murder yesterday.

He was born in Brazil, but police said his parents live in the UK, and that he had met Cara in Britain.

They say he quickly confessed to having murdered and mutilated her.

And he had taken pictures of her mutilated body on his mobile phone.

Her body was found in the city of Goiania in the state of Goias, 120 miles south west of Brasilia. Officers are still searching for her other body parts.

Goiana

The 17-year-old’s dismembered body was found in the Brazilian city of Goiania

Cara, from South London, is believed to have gone to Brazil with Carvalho three months ago. They had shared a flat in Goiania for three months.

According to Brazilian friends, Cara loved Brazil and had been to the country twice before.

Lenita Alves de Brito, spokesman for Goiania’s Policia Civil which is investigating the horrific killing, said the couple had recently split because she believed he was a drug-dealer.

She had moved in with friends, but for some reason she went back to the flat at the weekend.

They had had an argument on Friday night. She threatened to tell his parents he was a drug dealer addicted to cocaine, and said she was considering turning him in to police.

On the Saturday he stabbed her to death with a kitchen knife in what police say was a ‘premeditated’ murder. Then he dumped her body in a bath and went off to a party.

The following day he decapitated her and chopped off her limbs, and put her torso in a suitcase.

He dumped the suitcase by a river and threw her legs and arms into the water.

Mrs Alves said: ‘I can confirm that we arrested Mohammed Dali Carvalho dos Santos near the murder scene.

‘I cannot tell you exactly where but it was in a hiding place he had fled to after the murder.

‘He has already confessed to murdering Cara and decapitating her body.

‘He has yet to show any remorse for what he has done. He has not cried or expressed regret of any kind.

‘He has told us that he and Cara argued after she threatened to go to the police to accuse him of being a drugs trafficker.

‘He has told us he murdered her on Saturday night, left her body in the bath and went to a party on Saturday night before decapitating her the following day.

‘The murder was premeditated. He turned the music up on the stereo before the crime so neighbours wouldn’t hear her screaming.

‘The murder took place at a flat in Goiania near the university which they used to share until they stopped dating some time before the killing after Cara ended the relationship.

‘Cara was living with friends at the time she was murdered and Mohammed was still at the flat.

‘He killed her with a single stab wound to the ribs, using a kitchen knife which we have recovered and are currently examining for forensic evidence.

‘Part of the evidence that will be used against him in the forthcoming court case will be pictures we found on his mobile phone that he took of Cara after he had cut up her body.

‘He put part of her body in a suitcase which he dumped by a river on the outskirts of the city.

‘We’re still searching for her arms and legs but we believe he threw them into the river.’

She added: ‘We will be handing Mohammed over to the Brazilian judiciary in the next few hours.

‘It will up to them to fix a trial date but I imagine it will take place quickly and in a maximum of 30 days.

‘Our understanding is that Cara’s mother is flying to Brazil. We are currently searching the flat where the murder took place.

‘We have found drugs but I am not in a position to say how many drugs have been found or what type of drugs they are.

‘Cara’s body is currently at the Coroner’s Office in Goiania.’

It is understood her mother Anna Marie was able to identify her daughter’s body because of a distinctive tattoo.

The Foreign Office said in a statement: ‘We can confirm the death of a British national in Goiania in Brazil. The body was discovered early on Tuesday.

‘Next of kin have been informed and we are providing consular assistance to the family.’
